The Pirate Confederation of China was an organization that controlled the majority of piracy up and down the Chinese coast and in the Pacific Ocean.[1]

The Confederation was led by the husband of Mistress Ching until his death, at which point Ching took control. She commanded a vast fleet comprised of hundreds[1] of junks, many of which were assembled during the battle of Calypso's maelstrom.[2] Over the years, her fleet became bigger than that of the Chinese Emperor.[3] The Confederation was known to blackmail and extort local merchants, and smuggle stolen goods between China and Japan. Ching's pirates were not above victimizing their opponents, with beheadings a common form of execution.[1]
Sao Feng, as the Pirate Lord of the South China Sea, may have been affiliated with the confederation. He too maintained a fleet of junks, including his flagship, the Empress.
